Substitution Rules

U10: Each player must play a minimum of two quarters. Keepers can only play keeper for two quarters and then must play one quarter in the field. (Regions that have a three quarter minimum can opt to remain with this system but referees will only be checking for the two-quarter minimum.)

U12-U14: Two quarter minimum. U12 Keepers who play three quarters as keeper must play one quarter in the field. U14 division has no limit on how many quarters a keeper may play that position. (Regions with three quarter minimum for players can opt to remain with this system but referees will only be checking for the two-quarter minimum.) Referees will be instructed to allow one minute for the substitute breaks and then one minute for lost time to their watches for the next period in U10s and U12s so each half will be 22 minutes running clock. U14s will have a 1 minute running clock for substitutions so each half will be 31 minutes running clock. Halftime breaks for all divisions will be 5 minutes. To avoid lost playing time coaches should be instructed to have their substitutes planned out and to make the changes quickly. These are not "coaching" breaks.

Tie-Breaking Procedures

Note: The following applies to U10, U12, U14, U16, and U19.

If there is a tie in total points at the end of pool play, the following tie breakers will be used to determine the winner:

  1. Head to head competition.
  2. Fewest goals allowed
  3. Subtracting goals allowed from goals scored (maximum of 3 points per game)
  4. Fewest red and/or yellow cards received (red cards will count as the equivalent of 2 yellow cards)
  5. Coin toss - by Area Director

Tie Breakers for semi-final and final championship games:

  1. Semi-final matches which are tied at the end of regulation play move directly to kicks from the penalty mark.
  2. Final matches which are tied at the end of regulation play will then have two 5-minute overtime periods (Golden Goal is in effect, first team who scores in OT wins) and if still tied will move to kicks from the penalty mark. FIFA instructions (Procedures To Determine The Winner Of A Match) for the taking of kicks from the penalty mark will be followed. Only the players on the field at the end of the second overtime period will be allowed to participate in the penalty kick shoot-out.
